Wenn das Haus im Wasser steht
Jahrhundertflut, Orkane oder Starkregen: Fanden diese extremen Wetterereignisse bislang eher außerhalb Europas statt, haben sie heute auch bei uns Einzug gehalten. Die Ursachen sind vielfältig, die Auswirkungen für die Menschen und ihre Häuser oft existenzgefährdend.

Schwimmende Autos, überflutete Straßen, Schlauchboote als Fortbewegungsmittel: In Folge der Rekordflut von 2013 verloren Hunderttausende Menschen ihre Häuser, ihr Hab und Gut wurde zerstört. Der Schaden belief sich insgesamt auf rund 1,8 Milliarden Euro.

Derart extreme Wetterereignisse kommen immer häufiger vor und betreffen nicht nur Wohngebiete in Flussnähe. Die Schäden durch Starkregen sind heute schon doppelt so hoch als durch Feuer. So stieg laut Deutschem Wetterdienst von 1881 bis 2015 die durchschnittliche Niederschlagsmenge pro Jahr um 10 Prozent. Und nach einer Klimastudie des Gesamtverbandes der Deutschen Versicherungswirtschaft wird mit einem Anstieg von Sturmschäden um mehr als 50 Prozent bis zum Jahr 2100 gerechnet. Die Zahl der Überschwemmungsschäden könnte sich der Analyse zufolge sogar verdoppeln.

Staatliche Unterstützung nur bei Eigenvorsorge
Ist der Keller überschwemmt oder das Dach durch Schneedruck beschädigt, gehen die Kosten für die Beseitigung der Schäden schnell in die Tausende. Was viele nicht wissen: Die Wohngebäudeversicherung bietet in diesen Fällen keinen Schutz. Sie leistet bei Schäden durch Brand, Blitzschlag, auslaufendes Leitungswasser, Sturm, Hagel und Überspannung.

Wer vor den so genannten Elementargefahren wie z. B. Erdbeben oder Überschwemmung finanziellen Schutz sucht, kann über eine Elementarversicherung vorsorgen. Sie zahlt u. a. die Kosten für Trockenlegung und Sanierung des Gebäudes, Reparaturen im und am Haus bzw. des beschädigten Hausrats oder dessen Wiederbeschaffungspreis, wenn das Inventar komplett zerstört wurde.

In der Regel wird die Elementarversicherung zu einer Wohngebäude- oder Hausratversicherung – meist für unter 100 Euro pro Jahr – angeboten. Doch nur rund ein Drittel aller deutschen Haushalte sind gegen Elementargefahren versichert. Daher haben einige Bundesländer wie Thüringen, Brandenburg, Sachsen, Sachsen-Anhalt, Niedersachsen, Bayern, Rheinland-Pfalz und das Saarland gehandelt: Wer sich hier versichern könnte und es nicht tut, erhält im Schadenfall keine staatliche Unterstützung! Weitere Bundesländer werden folgen.
